Chief Escalante to Flush Public Urination at Council Meeting

Zip it up Capitola. We're using bathrooms from now on.

Believe it or not, public urination and defecation are not illegal in Capitola. But the Capitola Police Department hopes to get the ball rolling toward reversing that at Thursday's meeting of the Capitola City Council.

Capitola Police Chief Rudy Escalante told the Santa Cruz Sentinel that the problem isn't rampant, but that it needs to be addressed.

Escalante's proposed ordinance would impose a $50 fine before court costs. To go into effect, ordinances require two readings by the council. Thursday's would be the first reading.

Here are the expected highlights of the meeting:

  • Escalante will make a presentation followed by a public hearing meant to convince the council to adopt an ordinance that outlaws public urination and defecation in Capitola.
  • Mayor Termini will make a proclamation honoring Sept. 23 as National Plug-in Day to encourage people to use electric vehicles.
  • Councilmember Sam Storey will make an appointment to the Capitola Financial Advisory Committee.
  • The council will discuss the Santa Cruz County Grand Jury's report on soil contamination and building permits and formulate a response.
