Soquel, Aptos Taxpayers Among California's Top Delinquents

The just-released Franchise Tax Board list shows Mid-County taxpayers owe the state more than $1.3 million.

Taxpayers from Soquel and Aptos are among 500 of the state's top tax delinquents, according to information provided by the Franchise Tax Board and released on Thursday.

The FTB says Soquel resident Kimball W Small, a licensed real estate agent, owes the state $430,172.43 in unpaid personal income taxes. In Aptos, Michael Ronald Jacque, and Brenda L Subia, CEO and CFO, respectively, of Alpine Recreation Sales & Rentals, owe $893,683.24. 

In total, delinquent taxpayers owe California $224,012,696.71. The total owed by Santa Cruz County residents is $1,323,855.67

The leading delinquent taxpayers in the state are in the San Francisco Bay Area. The FTB data indicates Halsey M. & Shannon Minor, who list their residence in San Ramon, owe personal taxes of more than $10.7 million.

The Franchise Tax Board releases a Top 500 Delinquent Taxpayer List twice each year. The delinquencies must total in excess of $100,000 and be subject to a recorded notice of state tax lien. The list includes the taxpayer’s name and address, according to the FTB.

Nearly 90 percent of taxpayers pay the taxes they owe, according to the FTB. Those who don’t pay contribute to California’s tax gap - the difference between taxes owed to the state and taxes actually paid. That gap currently sits at an estimated $10 billion.

More than $177 million has been collected from the list since it was first posted in October 2007.

According to the FTB, taxpayers on the Top 500 list will be removed once the tax is paid or the taxpayer agrees to make payments under an approved installment agreement or offer in compromise.

Tax liabilities under appeal, in litigation, or in bankruptcy proceedings are not included on the list.
