There are two vacancies on the Capitola City Council, including the seat left open by Kirby Nicol, who has reached his term limits and cannot run again this year. The other seat is Dennis Norton's. He is seeking reelection.

Three men have filed candidacy papers and are seeking votes in the election — Norton along with Ed Bottorff and exiting Capitola Treasurer Jacques Bertrand. Norton and Bottorff will take part in the public forum Wednesday. According to the Capitola-Soquel Chamber of Commerce, Bertrand will not be able to attend as he manages a health-related issue.
