Fugitive Friday: Capitola-Soquel, Aug. 11

Help local law enforcement find these criminals.

People like you calling in to tip off police about fugitives whereabouts has led to several arrests since the Santa Cruz County Most Wanted program began in January, the Sheriff's Office announced this week.

“Several arrests were the direct result of citizens calling in tips and some suspects have turned themselves in after their photo was published," sheriff's deputy April Skalland said.

The sheriff and city police chiefs began releasing wanted person’s photos to local news media earlier this year in an effort to partner with the public in locating suspects. Since the program’s inception, 141 names were submitted and, of those, 64 were apprehended.

As of this month, there were roughly 10,534 active arrest warrants in Santa Cruz County.

“We are continually looking for ways to increase our effectiveness and
connect with the communities we serve and this is just one more way of involving the public," Sheriff Phil Wowak said.

CAPITOLA POLICE
Andrea Michelle Payton
AGE: 42
DESCRIPTION: 5 feet, 2 inches tall and 127 pounds with brown hair and brown eyes.
HOME: Sacramento
WARRANT: Grand theft and forgery. Twenty years ago, Payton entered the Bank of America and used a stolen credit card and a forged California Driver's license to withdraw $3,200.00 cash from the victim's account.

WATSONVLLE POLICE
Salvador Leonor
AGE: 38
DESCRIPTION: 5 feet, 4 inches tall and 290 pounds with a shaved head and brown eyes.
HOME: Watsonville
WARRANT: Auto theft and poseessing drug paraphernalia. He also has a history of gun possession and methamphetamine use. Leonor is
a documented gang associate should be considered armed and dangerous.

SHERIFF'S OFFICE
Mary Maria Martinez
AGE: 35
DESCRIPTION: 5 feet, 6 inches tall and 180 pounds with brown hair and hazel eyes.
HOME: Watsonville
WARRANT: Identity theft and felony theft. She was released from jail pending sentencing for theft convictions but was caught on videocommitting more crimes.

SANTA CRUZ POLICE
Ivan Tapia Ramirez
AGE: 25
DESCRIPTION: 5 feet, 8 inches tall and 186 pounds with black hair and brown eyes
HOME: Capitola
WARRANT: Ramirez is wanted for the gang-related murder of Tyler Tenorio in October 2009. The murder occurred near the corner of Laurel and Chestnut streets in Santa Cruz. Ramirez was last seen in October 2009 and is believed to be in the country. Ramirez is considered armed and dangerous.

SCOTTS VALLEY POLICE
Roy Douglas Byrd
AGE: 46
DESCRIPTION: 5 feet, 9 inches tall and 210 pounds with blond hair and blue eyes.
HOME: transient in Santa Cruz County
WARRANT: Assault with a deadly weapon. Byrd was arrested for felony
assault with a deadly weapon but failed to show up in court.
